No development shall take place until a detailed scheme, for the restriction of the importation of waste arising from outside the administrative boundaries of Essex and Southend-on-Sea, has been submitted to and approved in writing by the Waste Planning Authority. The scheme shall make clear how waste coming to the site shall be monitored and controlled in order to prohibit the importation of such material from areas outside of the administrative boundaries of Essex and Southend-on-Sea. This shall include but not exclusively the provision that records of waste consignments shall be kept on site detailing the origin, quantity and consistency of waste being imported. These records shall be made available to the Waste Planning Authority within 21 days of a written request.
No development shall take place until a detailed scheme to accommodate all surface and foul water drainage arising from the development hereby permitted has been submitted to and approved in writing by the Waste Planning Authority.
